Why Prioritization Matters More Than Ideation
Every organization has more AI ideas than it can execute. The difference between high-performing AI teams and struggling ones is not the quality of their ideas but the rigor of their prioritization. Without a structured framework, prioritization defaults to the loudest executive, the most persistent product manager, or the most technically exciting project -- none of which correlate with business value.
This matrix provides a repeatable, transparent scoring methodology that removes politics from prioritization and surfaces the use cases with the highest expected value relative to implementation effort. It is designed to be run as a quarterly exercise with cross-functional stakeholders.
The Four Scoring Dimensions
Each use case is scored 1-5 across four weighted dimensions. The weights below represent defaults -- adjust them based on your organization's current constraints. An organization with strong data infrastructure might lower the Data Readiness weight; an organization in a regulated industry might increase the Organizational Alignment weight.

After scoring, plot each use case on a two-by-two matrix. The X-axis is Implementation Effort (a composite of Technical Feasibility and Data Readiness scores inverted -- low scores mean high effort). The Y-axis is Value (a composite of Business Impact and Organizational Alignment). This produces four quadrants that guide your prioritization decision.

Aim for a portfolio mix of roughly 60% Quick Wins, 30% Strategic Bets, and 10% Fill-Ins. If your portfolio is dominated by Strategic Bets with no Quick Wins, you risk losing organizational patience before the big bets pay off.
Running the Prioritization Workshop
The scoring exercise should be a facilitated workshop, not a spreadsheet exercise completed in isolation. Cross-functional perspective is essential because individual functions systematically misjudge dimensions outside their expertise.

Distribute a use case submission template to all stakeholders. Each submission should include: a one-sentence description, the target business outcome, the expected data sources, and the anticipated end user. Consolidate duplicates and group related submissions.

Common Prioritization Mistakes
Letting technical excitement drive prioritization. The most technically interesting AI problems are rarely the highest-value business problems. A mundane document classification project that saves thousands of labor hours per year is almost always a better investment than a cutting-edge generative AI application with unclear business impact.
Scoring data readiness optimistically. Teams consistently overestimate their data readiness because they confuse data existence with data quality. Data that 'exists somewhere' but requires months of cleaning, deduplication, and labeling should score a 1 or 2, not a 3 or 4.
Failing to revisit priorities quarterly. Business conditions change, new data becomes available, and model capabilities evolve. A use case that scored poorly six months ago may score well today. Run the prioritization exercise at least quarterly.
